New Book Examines How Better Survey Design Can
Turn Data into Value

Patti Phillips and Jack Phillips provide a practical guide to creating surveys that generate useful information for research, evaluation, and decision-making

Birmingham, Alabamaโ€”October 6, 2026. Surveys are everywhere. Organizations use them to gather feedback, evaluate programs, understand experiences, and inform decisions. Researchers use them to collect data and test ideas. Yet having a survey and even getting a strong response does not guarantee good information.

The quality of the questions, the purpose behind them, and the way the data will ultimately be used make all the difference.

That is the focus of Surveys by Design: Turn Data Collection into Value Creation, a new book from the Association for Talent Development (ATD) by Patti P. Phillips, Ph.D., CEO of ROI Institute, and Jack J. Phillips, Ph.D., Chairman of ROI Institute. The topic is a natural fit for the authors. Surveys are a key source of data in the ROI Methodology, showing how people react to a program, apply what they learned, and achieve results. When a survey is weak, so is every conclusion built on it, including the ROI. When well designed, a survey delivers data that leaders can trust and act on.

The book takes a closer look at what happens before a survey is launched and why that preparation matters. The authors provide a practical approach to designing surveys around clear objectives, asking questions that produce meaningful information, and creating a process that leads to better use of the results.

“Too often, the survey becomes the objective instead of the means to an objective,” said Patti Phillips. “The real question is not simply, ‘What do we want to ask?’ It is, ‘What do we need to know, and how will we use that information?’ That shift in thinking can change the entire survey design process.”

Surveys by Design addresses the issues that affect the usefulness of survey data, including:

  • Defining clear objectives before writing survey questions
  • Developing questions that produce meaningful and actionable information
  • Recognizing and reducing sources of bias
  • Improving response rates and data quality
  • Designing surveys for mobile participation
  • Addressing privacy, ethics, and responsible data collection
  • Interpreting results and connecting findings to decisions
  • Understanding how AI and other technologies can support survey design and analysis

The authors emphasize that survey design is not one-size-fits-all. The considerations involved in an organizational feedback survey may differ from those involved in research or program evaluation. In each case, however, the quality of the information depends on making deliberate choices about what is being measured, how it is measured, and what will be done with the results.

“Good survey design begins with the end in mind,” said Jack Phillips. “When you know what you need to learn and how the information will be used, you can make better decisions about the questions, the data collection process, and the analysis.”

The book also explores the changing realities of survey research and data collection. Mobile devices have changed how people respond to surveys, privacy requirements have increased, and AI is creating new possibilities for developing and analyzing surveys. These changes make thoughtful survey design more importantโ€”not less.

The authors’ approach is summed up in the book’s tagline:

Better Questions. Better Data. Better Decisions.

“We’re very grateful to the ATD publications team for working with us to bring Surveys by Design to readers,” said Hope Nicholas, director of publications at ROI Institute. “It’s been a great partnership, and we’re pleased that the book is now available through Amazon, ATD, Barnes & Noble, and other booksellers. Readers can order it in print or digital format.”
