International Public Management Association for Human Resources (IPMA-HR) Teams up
with ROI Institute for New Book Project

Birmingham, Alabamaโ€” June 3, 2019. IPMA-HR and ROI Institute are teaming up to deliver a new book with case studies specifically focusing on the value of HR programs in government agencies. The new book, Delivering Value in Government: How to Measure the Impact of HR Programs in Governments, will be published in 2019 and designed for individuals who create, design, teach, implement, evaluate, support, and fund HR programs and initiatives in all levels of government.

Governments at any level are facing the scrutiny of accountability. It is difficult to have budgets approved, unbudgeted funding is almost impossible, and each year many programs are questioned in terms of the value they add to the agency or the citizens they serve. The challenge is to know how well these programs are working, to see if improvements are needed to make them more effective and have them add more value. In some cases, the actual ROI is necessary to see if the programs avoid more cost to the government than they cost to implement.

โ€œIn many government agencies, all types of HR programs are implemented to make the government more effective and more efficient,โ€ said Neil Reichenberg, the executive director of IPMA. โ€œThese programs are designed to improve employee performance, reduce compliance risk, streamline processes, connect HR to important impact measures, and particularly, to make government more responsive and cost-effective.โ€

โ€œCollecting good examples of how some agencies have evaluated HR programs to show the value they deliver is a great service to the HR community in governments,โ€ added Jack Phillips, chairman of ROI Institute. โ€œSome examples are already available, are very effective, and can be very helpful to others.โ€ This book will collect those studies and make them available to others who need additional help. This book also presents an opportunity for more HR teams to learn how to connect HR to key impact measures.
